The Project to Plan Reporting System in Hierarchical Management of Industrial Waste & to Enhance Its Audit Performance

At present, there are more than 40,000 firms that have been designated to report on their industrial waste for controlling purpose. The Industrial Waste Disposal Plans and the declarations on the flows of the disposed industrial waste submitted have constituted enormous quantities of documents and data. And the said firms are of different industry attributes, scales, and types and quantities of waste produced. If those firms are subject to one single system of reporting mechanism for management, it may cause a huge human load on the environmental protection agencies, and problems for industries. Therefore, through the analysis of the Project, according to the characteristics of the industries and such conditions as the harmful nature of the waste and the fixed amount of waste generated by a single firm, we will classify those firms into three categories as follows for management strategy: Category 1: enhanced self-management at source, Category 2: current management maintained, and Category 3: key-point management supervised by government. For firms under Category 1, besides the existing governmental supervision, such auxiliary tools as industrial self-management inspection and self-articulation modules should be developed, and supplementary training will be necessary, so as to give priority to the flow management of the industrial waste disposed and to strengthen the embodiment of corporate responsibility at source. And Category 3 will be preferably applied to those firms whose production procedures (or operational types) and waste produced are relatively simple. This includes consideration of the key waste flow management in order to promote the due diligence the firms should take in commissioning the clean-up companies to dispose their waste. Thereby, through the integration of the cooperation mechanism between the enterprises and the public agencies, it will make possible the joint-supervision for proper treatment of the industrial waste disposal, and the lessening of the manpower and management load for the environmental protection agencies.
